So I've been trying to find this out on my own, but I was just wondering what the latest iOS is that is unlockable for an iPhone 4.

I'm currently on 4.2.1 and baseband 3.10.01.

Any iOS is as long as you preserve your baseband of 4.10.01 or lower. 4.11.08 is NOT unlockable.
 
6.15.00 is the only baseband you can upgrade to that is unlockable.

What you can do is make a custom firmware for the latest iOS 5.01 version, this will preserve your baseband.

Your IP4 with a baseband of 3.10.1 can be unlocked with Gevey sim and furiousmod.

You can make a custom firmware without Baseband with redsn0w 9.10b5, with phone in DFU mode ALT-restore in itunes.

Afterwards jailbreak with same redsn0w version.
 
So my next question is how to upgrade the baseband/ios to the one I want. Is there a place to d/l a certain one?

I have no experience in making custom firmware so I'm going to try to avoid that...
 
easy as can be, use redsn0w.

Download the stock IPSW from here:

In extra's go to custom IPSW
Select your stock IPSW, redsn0w will do the rest and you will have a NO_BB IPSW which you can use to restore. Now you will have the newest iOS with your old BB.

Nothing to it.

With preset custom IPSW you don't know what you get.
