Interesting design. I'm just going to go through everything I want to say. Only my opinion.:
Very nice banner at the top. Looks good.
I don't like the buttons. They feel like they are getting away from me. Yes, I like buttons that change when you mouse over them, but I don't like these because they move up.
I like how you've sectioned things, but I don't like that there is a space on the front page above the search box. Looks like a waste of good space. It's on every page! I'd try and make some use of that space.
The searching is very nice. Good idea to include on your site.
There's no indication of what page I'm on except in the URL and the window's name. While that fine, it may be a little nicer to have some sort of indication within the site.
You may want to change your links so that they aren't to Folder/index.html but just to Folder/. A little bit cleaner that way.
The random picture on the front page is a very nice touch. Not only pretty, but exposes the user to more of your work.
The fonts look good. Nice size, and simple.
"under the Copyright Act. No part may be" try "under the Copyright Act, no part may be" But maybe I'm wrong.
Try optimizing a little bit more. With all the images, sure it'll load a little bit slow, but it feels like it could be a bit quicker.
The link color is good, for both mouse over and visited.
Withstanding my criticism, it looks good overall. Professional, simple, clean. Nice.
