Just be really careful what you look for... it's not so much about 3.1.3 as it is about the firmware version of your phone modem. Current version is 05.12.01 -- that is the part that they, the dev team, are "holding" on as I understand it. And once you are there, there is absolutely no way to go back in version.

He is asking about jailbreaking and downgrading firmware which has nothing to do with baseband (5.12.xx)
Now unlocking, which I don't see him mention, is all about baseband. :confused:

i think hes right. i think the new unlock will work only if you have the old 3.1.2 baseband. just like the iphone 3g 3.1.3 base band 04.06.08( if i corred) can unlock

Don't be a menace to information sharing. Be really careful to learn what you are talking about before actually doing so.

This is incorrect. The baseband has nothing to do with the jailbreak. The baseband only plays a role if you want to UNLOCK the phone and use it on a different carrier. 3.1.3 does not have a jailbreak yet which is the problem. Not his baseband.
