Well the title says it all. My iPhone 4's LED Flash doesn't flash at the same time as the cameras shutter releases, rather it does it before and does some sort of strobe effects. Any fixes? Help? Also iPhone is out of warranty. Has anyone else had this happen to them?

I would suggest you do the repair yourself since you are out of warranty. It is relatively cheap and easy if you follow the step by step procedure.

Make sure you buy the right piece....i think it is different if you have a GSM model vs a CDMA
