Legal issue about hosting OS X

I don't have money right now to purchase a mac.

Is it legal for me, as I want to develop and upload a mobile app to the app store, to buy OS X from apple.com,and then host it on virtual machine?

Is it possible to develop and upload apps like this?

Apple does not sell OS X and OS X/macOS can only be virtualized on a Mac machine.

Maybe looking into possibly renting a Mac, whether physically or on the cloud.
