Leopard and Restore... difficulties

Hi there, this is a two-part question. First, do the upcoming updates for Leopard solve the problem with the screen constantly dimming even when maximum performance power settings are selected?

Second, I am selling an older iMac, and I need to essentially reinstall Tiger afresh for the buyer. How do I go about doing this?
