I haven't done a fresh install in years. I've been having some trouble, including freezing apps (see this thread: https://forums.macrumors.com/threads/532398/) and other flakiness. I've heard some people argue that a fresh install won't solve most problems, but I've heard others say it can help a lot. I was thinking of doing a fresh Leopard install, and when installing my apps, not transferring over the prefs, in case they're corrupted or whatever. Is this a waste of time? Also, if I do a clean install, is it better to use the combo updaters, or update Leopard via Software Update?

Depends. It might help it might not. It really does depend on if it is a hardware or software problem. Personally I'd do it though.

Just do a clean install and update through software update. Make sure you have the latest patches for all your applications and it should go smoothly.
