People will say no because they expect the Developer version of Leopard to have the same exact requirements as the Public release. I expect that it will support G3 processors, but Apple wasn't fully prepared to allow developers to install it on them yet since those components weren't fully complete yet. However, this might be the last version of OS X that supports the G3 natively.

so is that a yes??? sorry... im new to macs and i dont know if i have to buy Tiger now that its available, or wait until Leopard is released.

My computer is an 500 MHz PPC G3 iBook, with 10.3.9

It's a sit tight while we wait for the release date to be released and, I would expect, that the system requirements would be released at the same time. At that point, you can determine if you need to buy Tiger or not.
