Leopard: Spotlight Search System Files gone ?

in Tiger i could spotlight for preferences and other system files very easily. However now in Leopard it can't find anything that may have something te do with the system. In the 300 features it specifically states

Search System Files
Use Spotlight to search system files.

So what gives.

Also why is this a new feature because Tiger could do it.

You can do this in Leopard, its just not enabled by default. You'll need to do this:
