Well im kinda interested in doing some photo shop type of stuff just for the fun of it. The thing is I dont want to spend more than 50 bucks on the software though I might go up to a hundred. Also im only running an ibook I plan on maxing out the ram for xmas. So im the power and resolution needed to run an app like photoshop. Anything like this out there?

Photoshop Elements

Photoshop Elements is only $80 or so and it does EVERYTHING most consumers would require.

There is The GIMP. It's free, but to be honest, I don't like it as much as photoshop (my uncle is one of those computer-artists and he has Photoshop).

You should be able to find Photoshop Elements 2 at $50. It's not the most advanced but it was a dual Windows/Mac package so it will work.

how will these things do running on a maxed out current lineup ibook?

Excellent. I run CS on my iBook with 768MB RAM and haven't experience any slowdowns really.

I downloaded GIMP and all I can say is WTF when I unzipped the thing I got about 3000 random files (no apps or aparent install thingys). Is this the program or am I missing something.

I used to run Photoshop 7 and Illustrator 10 on an ibook G3 700 with 384 RAM and both ran fine. You'll have no worries at all, ibooks aren't fragile, they can handle a lot.
