I discovered that this is the reason that deleted cookies are returning without my revisiting thoses sites. Is it ok to manually delete these files?

Yes, it's perfectly safe to delete this folder and everything in it. Any websites that are expecting data to be in here will obviously not find it - which may break anything that relies on this data being there. I'm sure that doesn't concern you, though...
One other thing: If you want to turn this off in the future, you'll need to adjust Flash's security settings. Doing that requires going to the Adobe website, for some odd reason.
