Lightning effect in as3 - Can someone help with this

Looking for a little help. Working on a personal site and I am still new to as3. I would like to get a lightning flash effect and sound on the background of my page when rolling over a link but I am not too sure how to get this done. Could someone get this going for me if I send my fla file over? Would appreciate the help.
