Limit bandwidth used by individuals on airport

OK, so here is the deal, I havea a 3meg internet connection, hooked up through airport express, It is my internet connection which i share with neighbors,m I would like ot only allocate 1meg of that to them and keep the rest for me, how?
anyone know?
