Not wanting to discount any personal experience of her boobs that you might have , but if a woman loses a lot of weight (as she appears to have done to get the skin and bone look), her boobs are one of the first places she loses it from.

It varies a lot... people can look "good" to lots of other people at very different weights and the same height because of frame differences, where they carry fat, muscle, etc.... Maybe what Lohan needs is more people in her life who unconditionally accept her and love her and less people who are constantly commenting on how she good she looks or doesn't look..... Not that I'm 100% innocent either....
