I've been noticing that when ever I wake up my ipad mini lines appear at the bottom of the screen for a a few seconds and then they vanish. This also happens when I wake it from sleep mode while it's charging. Is this something to be concerned about? I haven't noticed any problems while actually using the device.

What is the difference from waking up and waking up while charging.
You mean it only happens when turning on the device?
I don't know much since I haven't experienced anything similar, but it could be an electric problem with the board or whatever is "below", or maybe the start of a dead pixel disease?
Since you are still on guarantee I'd back the thing up, delete all (factory restore) and take it to the nearest apple center.
