Lion Disc on new Mac

If I buy a new Mac with Lion pre-installed, can I still burn a bootable flash drive? Is the Lion installer still on the Mac HD? Or, will I need to download Lion from the App Store even though I haven't technically purchased it?

Lion is on the Recovery partition. There is no way to make this into a bootable dvd. The App Store version of Lion will not boot a 2011 Air or 2011 Mini.
