i just purchased a new laptop which gives me the option to get Lion Free. it still wants my credit info but the total shows its free, is this normal. Just don't want any surprise fees.

That's completely normal for your app store and iTunes account....You won't be charged, it's just so they can verify you are who you say you are...A tad on the paranoid side but there we go! :)
