It's just the hidden partition on an external hard drive or usb key. You still have to download Lion again. This is NOT a full install disc.

It gives you an option to fix a Mac with a new HDD. I don't see how this is a bad thing.

I saw that my mac had this hidden partition a few days ago when I went to boot into Windows.
