List styles in Pages

I tried to write a report using Pages, when I click on the List Styles and choose Legal appears 1. if I press enter 2. 3. 4. etc. If I press Tab it becomes 1.1; 1.2; 1.3; 1.4 etc. which is great. HOWEVER I don't know how to go back to 2. If I press enter again (as I would in MS Word) nothing happens, if I click on Legal it starts from 1. again, it doesn't continue where I have left off (in this case 2.) How do I do that?
