Little gold lock is missing...

Used to have a little gold lock that could be clicked to prevent others from making changes to printer settings. It is missing in Mavericks. Is it just my install… or is it missing from everyone's system?

It's missing from mine also -- although I don't remember if it was there in Mountain Lion.
