Live photos sent to an Android device?

How does an Android user see them as? Quick video shots or just a plain photo?
 
You can use an app called Lively that will allow you to change your Live Photos to gif files for them to see. Ironically I think we can see their equivalent if Live Photos through some platforms, Hangouts maybe iMessage?
