Live Photos transfer to Photos app

How can i import Live photos into the Photos app? My photo stream doesnt sync Live photos, only stills, i cant use Camera import, sharing with AirDrop also only transfers stills. I dont want to use iCloud photo library because i have no need to have my 70GB library on every device.
