Yes it can. Just go to a Live Photo in the Photos app and hold down the center button on the remote.

Sound included? Apple Watch can play but no sound at this time.

Yes. Sound is there.
IMHO shooting a movie works better for this.
Even on photo mode you can hold the button down and you get a movie clip.

I know about movies but holding the button down I did not.
