I want an iphone twitter application that makes the respective tweet noise even when the iphone is locked, for example, like a text message would act. So that i don't need to go into my twitter application every time i wanna get twitter updates

I could be wrong, but I don't think it's possible. Apple currently does not allow third-party applications to run in the background. It means that even if there's a twitter app that notifies you of new tweets, you'd have to keep it running in order to get the live notifications. I don't think you'd want to do that.
