We have a small fleet of loaner iPads that we want to give to guests.

We want to remove ALL APPS from the iPad, including the "core" apps like calendar, mail, notes, reminders, and even Settings.

We want them to only have Safari, a Google Link, and a link to our Website.

We would also like to have a preset Wallpaper for branding etc.

We want the device to not retain any personal information OR can be reset back to this base configuration quickly and easily (we don't want someones previous safari session to end up in someone else's hands).

Apple Configurator seemed like the way to go, but it doesn't allow for this fine tuning of the device.

How can we accomplish this?

The devices will be mobile, so we cannot run kiosk mode pro and have the Home button physically restricted.

Do any of you have a working solution for this?

this looks interesting but seems to be focused on keeping a particular app running (and much of it Android only).

We want to use the iPad but in a very minimal way.

Not sure if we need to JailBreak the iPad just so we can remove some of these undesired apps...
 
I would suggest looking for iPad (iphone) configuration utility from Apple -- it may have the settings to configure your iPads the way you want. Also, if your iPads can be updated to iOS 6, check out Guided Access mode -- that will lock the iPads into one app. So in your case, you could lock your iPads into Safari.
