I just set up a new Macbook Pro. It's running Mojave. I specifically remember that I didn't enable Keychain iCloud syncing during setup. And even now, I checked under iCloud settings and Keychain syncing is still not enabled.

Did you use Migration Assistant to import data from your last Mac? That would bring in that Keychain data.

No. I didn’t copy over anything other than a few files from my Documents folder. I just signed into iCloud and installed various apps I use.
