"local items" in Keychain

I just set up a new Macbook Pro. It's running Mojave. I specifically remember that I didn't enable Keychain iCloud syncing during setup. And even now, I checked under iCloud settings and Keychain syncing is still not enabled.

However, when I go to Keychains, I see a whole bunch of items that were created way before I got this mac. They seem to be my items from a long time ago, but how did they end up here?

Did you use Migration Assistant to import data from your last Mac? That would bring in that Keychain data.

No. I didn’t copy over anything other than a few files from my Documents folder. I just signed into iCloud and installed various apps I use.
