Location access without permission

Hello,

How an app can access to location without any permission ?

When I arrived in London, I receive a notification from “Bolt” app : “Welcome to London, we are available here….”
I’m scared because the app have “only when use” location access, no permission for background refresh, I haven’t use this app since 6-8 months so the app was killed since this time.

So in this conditions how the app can know where I’m ?


I’m concerned about privacy and I was thinking that I’ve no issue in iOS to have a lot of app if access was denied.
