Location arrow on constantly since v7.1

Since I updated my iPhone 5S to iOS 7.1 the location arrow at the top right is in constantly.

I thought it only came in when using location services?

If I look in Privacy > location services the purple arrow is on for Nike+move. If I switch off location for that the arrow goes.

So is there a bug in Nike or iOS 7.1 that constantly uses location? Or is that how Nike+move works?
