on iphone 6 i have random (for a few seconds) usually once or twice every 24 hrs, usage of location based alerts under system services, this started in ios 8.2 b1 & persisted ever since with everything after. before nothing ever triggered it except location reminders which i never use, i had one reminder set later this year that was not location based, deleted it anyway so no reminders are active, still does it. reset settings, still does it. reflash ios & check before putting my backup back, still does it..

i dont care about the privacy panic etc, its more about battery life, which is exceptionally good since 8.3 b3, but id still like to know whats using it & why, NONE of my apps are triggering it
 
no, & that setting has been off since it was added

My mistake, it may not have anything to do with that.

From the iOS 8 support page on location services:

Location Based Alerts: Your iOS device will use your location to provide you with geographically relevant alerts, such as a reminder to call someone when you get to a specific place or when to leave for your next appointment based on where you currently are.

You mentioned no reminders, do you use the calendar app?
