Here's a weird one...
Just upgraded to iOS 9 on my iPhone 6.
Using Siri to set a Reminder such as: "Remind me to call Bob when I get home", I get the response: "Before I can do that, you'll need to enable Reminders on your iPhone's Location Services".
When I go to check, I see it's set to Never, despite me knowing I'd set it to Always.
So, set it back to Always, and try again... same response from Siri. Back to Settings and find it's been reset back to Never again.
(Same thing when setting to While Using the App).
Perform the same request via Siri on my Apple Watch and the Reminder is correctly set, and Reminders is still at "Always" on the iPhone.
Once again, try Siri on the iPhone and it responds with having to set Reminders in Location Services. Check again, and it's been reset, again, to Never.
Any ideas?
