iPhone Location services goes "on" a few times per hour after updating to iOS 13.1, even tho ive set everything to off

Ive usually have good eye on everything on my phone and which apps uses the location services etc, but since i updated to 13.1 my phone gets the location service arrow at the status bar a few times per hour. I did NOT have this problem when was on iOS 12 so this must have something to do with iOS 13. Even if i turn OFF everything under location services, the arrow in the status bar pops up a few times per hour.

Heres a screen recording of my settings:

As you can see, everything is set to off except the "location services" itself (Aldrig = Never). This problem goes away when i COMPLETELY turn off location services, but then im not able to use the GPS or tag phones in camera etc.


Does anyone know what could cause the location services to be turned on even tho i have set it to off? I have diabled find my iphone and all other "find" services too
