I just restored my iPhone 4 bc I was having some issues but ever since I did the restore about an hour ago, my location services icon doesn't turn off!!! I could close every single app that is open but the icon remains on the home screen. Anyone have any idea what could be causing it and how i could turn it off without disabking location services altogether!? Thanks.

If you have an app installed that uses the startMonitoringSignificantLocationChanges the arrow should always stay in the taskbar now. This was confirmed by an Apple employee in the dev forums. Just because it's on, doesn't mean it's active and draining the battery. The icon will stay on until you go into the app and force it to stop tracking your location.
