Location services in Yosemite???

Hello all,

I can't seem to find the answer to this question: Does location services only work with wifi? my 2010 mini on 10.10.3 only turns on location services if my wifi is on and not on LAN. is this by design?? because it seems silly....my mini is a desktop so I connect via LAN. My laptops are portable ergo they connect via wifi.

is there a setting I need to enable to have location service operate on LAN?
