Am I just being silly or is there no option to enable location services for apps only when being used?

When I install a new app it usually asks if I want to use location services while the app is running. Perfect. However, sometimes (in this case Waze maps) it comes up with an alert saying the apps been using location services in the background and do I want to allow it to continue or not. I have either an on or off scenario. I only want these apps to use location services when I have them open. Why doesn't apple offer this or is there a really simple reason I just haven't thought of?
 
It has to be given as an option by the developer. I want to make almost all of my apps use location only when the app is open, but very few give that option.
 
It pisses me off when a developer writes an app as all or nothing. Seriously Verizon? Why do you need my location ALL the time?
