Location services on dication

Why are "location services" turned on when I use dictation? Siri is off but dication is on and when I press the mic button, the "location services" arrow appears. The dictation still works if I restrict the gps.

Did you go to system services to make sure the gps isn't being used by another app?

Yes, it was the pink arrow near the siri section even tho siri was off, just the dictation was on.
