Location settings not available in Security > General Sys pref?

On all the other Macs in the house when you go to the Security system preferences and then the General tab their is a section that allows you to disable or enable location services (all running Mac OS X 10.6.7) except on my 2006 Mac Pro which does not have any location services options at all (screenshot attached).

Does anyone know why this? Or what you need to do to enable it? I need it to access location services in the iPhone simulator.

Ah, no. Does it need wireless then? Didn't know that .

I don't know, but that was the first thought in my mind. Maybe it needs wireless, but I wouldn't know why.
