iPhone Location settings weather app iOS 13

Yesterday I updated to iOS 13. And now I can’t set the location services for the weather app to always. That option is missing (can only choose when using app).
This means I can’t get the weather info on the lock screen when I wake up in the morning.
Is this a bug or does anybody else have this problem?

It's a known issue. Everyone is seeing this and several people have fed back on the issue according to the feedback app
