I have a public terminal on which I would like to lock the desktop picture to prevent changes. Is there a way to do this either by registry or otherwise?

I take it as it's posted in the "Windows on Mac" forum, you're talking about a Windows box.
There is no way to implement a global setting - there are several ways to always get around different settings.
What exactly are you trying to lock down? The Control Panel, or right click and "set as background" in IE? (Or something else?)
