Is this notification/Lock Screen behavior by design?

Since iOS16 my Lock Screen notifications having been disappearing from the Lock Screen without me dismissing them (or otherwise reading/completing them). In the case of Messages, now I am noticing even if I have not read the message or dismissed it, they are now removing themselves from the Lock Screen. Reminders, which I use heavily, randomly decides when they will be removed from the Lock Screen. I still do not understand if this behavior is by design. For the life of me I cannot figure out WHY Lock Screen notifications would behave this way by design.

I have relied on these notifications to remain on the LOCK SCREEN so that I can tend to them without forgetting. However, when they disappear on their own or never show up there in the first place, it defeats the entire purpose of having notifications on the LOCK SCREEN. I have reset my phone and restored and all of this remains unchanged.

Is this by design? Makes completely no sense. If I have a reminder set to remind me of something, but I don't just see the reminder on my lock screen, how it is reminding me at all?
