Why is it that when I hit wake my iPhone from sleep it's seemingly at maximum brightness, but then when I open the lock it drops to whatever brightness setting it should be at?

Why is there such a difference and how has it taken Apple this long to address this?

you have auto brightness on. Turn it off and it won't happen anymore

But why is there a difference in the lock screen brightness and home screen in the first place?

Im guessing when the phone is locked, it does not use the sensors that can adapt to how bright the room/outside is. + most people only keep the lockscreen on to quickly check the time or read a text message ya know?
