Locked IPhoto Library

I have an Mac Pro with 2 HD, 2TB new hd and 500GB old hd and a Drobo. My old 500gb crashes where i had to erase. But I thought I stopped using since the new 2tb. But IPhoto continued to use old for storage of new photos. So now partially loss for now but found up to date IPhoto Library in drobo- time machine back up.
I can't access, is there any way?

btw Time Machine can't access because of dead HD, so only copy is in drobo backup

What do you mean with "can't access"? Can or can't you read the file or can or can't you write to it? Can or can't you copy it? Have you taken a look at the "Sharing & Permissions" section of the Get Info window of that particular file?
