It's weird but after updating to 7.1.1 this started happening. I'll go to unlock my phone from being asleep and I'll get either a blank wallpaper with no clock or slider, or no wallpaper etc.. I have to push the power button to sleep then on for things to work normal.

Those are screen shots from an iPad, not an iPhone.

While it's still iOS, it's an important enough distinction to be specifically clear. This may be a bug that affects iPads only. Are you Jail Broken? Tell us more about what is happening and what you have done to fix it. Have you tried a factory reset?
