Lockscreen music controls dont working.

I got some trouble now again with my Iphone 4S. The problem is, when i press twice at the home buttom so ofcourse the music player pop out right? But to me it just dont, it doenst pop out and there were it says Unlock, it just begins to "flash" without the player popsout. This happend when i started an app Downloads and i had music on and wanted to use via music player but it didnt pop out, I also tested to do at Safe mode, and it workes there fine. So whats the problem?

Someone told me to " Go to sb settings mobile substrate add ons and turn every thing off except activator
Turn them back on 1 or 2 at a time. Test your music app I between
Once your problem comes back you've figured out which add on is causing it"

And i did it, now i cant even start my phone, it is just rebooting all the time. What should I do now?
