Login Screen Wallpaper Not Changing

I just updated to Mojave and the login screen isn't changing. I tried everything. Every time I restart it goes back to the stock one.

Anya advice?
 
Do you have FileVault on? Someone mentioned in another thread this is a bug that appears with FV on. I'm seeing it also.
