Just getting ready to order the Logitech Circle 2 Camera (Wired Homekit Compatible) and have been thinking about getting a Homekt Lightbulb for the same room so if motion is detected the light comes on too.

A couple questions:

I’m sure it is but can someone confirm this is possible with the Homekit App? I know the Logitech Camera 2 is shown as a Camera and Motion Detector in the app.

Is there any bulbs available that are Homekit compatible and don’t require a hub?

Yes on both counts. Default Home app can configure automation that you described if a device is shown up as a motion detector. MacRumors' own review confirms this.

By the way, from HomeKit's point of view, Philips Hue uses a bridge. It "bridges" the incompatible devices into compatibility land, so to speak. Hub is something like Apple TV. It ties all the compatible devices together into a single point. In any case, I think you wanted to know if there are bulbs that can connect directly to the network via Wi-Fi or Bluetooth. A couple of manufacturers do so, like LIFX and Koogeek.

I've set up an automation that should do the opposite, but it doesn't seem to be working.
When no motion is detected, and nobody's home, then turn off the lights. I've tested this multiple times but it's now doing what it's told. Have you ever tried something similar?

I'm guessing you meant "not", not "now". In any case, "no motion detected" is a trigger. Therefore a device must go "into" that status (changing from "motion detected" status) in order for that automation to activate. HomeKit does not poll the device to see if it's in a "no motion detected" status.

For that particular automation to work, it must first be in a "motion detected" status. After a while, it doesn't detect any motion and goes into "no motion detected" status, which triggers the start of the automation and evaluate its conditions, which is "nobody is home" (via geofencing, I assume). If the conditions are met, then it "turns off the lights". The fault with this automation is that you have very little time between the motion detection status change and being away from the house.

So in my case, I have the trigger for the automation to be "a person is away from the house" (geofence trigger) instead. Then the condition is set to "no motion detected". If you have any addiional users on HK, then you can add the "nobody is home" condition here as well. If all that's met, the lights are turned off.
 
Since upgrading to iOS 11.2.5 last night. Am no longer getting notifications for motion detection through via HomeKit. Anyone else having the same issue?

I’ve gotten notifications today, despite updating to iOS 11.2.5 last night.
 
I haven't upgraded the tvOS yet, but my iPhone X on iOS 11.2.5 receives notifications just fine. But yes, it's a good idea to have everything updated, so I'll be updating my AppleTV now...
