The User Library folder is hidden by default in Lion so you will need to unhide it or use other means to access it.
To unhide it just enter 'chflags nohidden ~/Library' into terminal. Or you can open Finder and hold down Option while clicking on the Go menu at the top and the Library folder will show up in the list.
