Is there an app that can do this? Or is it a terminal command? I don't want to make the entire window translucent, just the border, like Windows Aero.

i see that it requires me to have shape shifter, but i know that it is incompatible with snow leopard. is there any way around this?
You may be out of luck then I think there's some theming utilities for Snow Leopard in the works, but I don't know whether they support window border translucency. You may want to google around a bit. I'd be careful though, it's really easy to mess stuff up and most problems that come up when people update their systems are due to such system hacks...
