Hey, I've been searching for a while now for a specific app, but have had no luck.

I'm looking for an app that lets you choose where you want to put your icons on your homescreen? Like say if I wanted to line them up on the right side, or along the bottom- does something like that exist?

download blank apps
im sure theres something else too probably but thats all i used on 3.0

they are basically an app that if you click on it it doesnt do anything, and the icon for the app is blank

so if you wanted to align 4 apps on the bottom and nothing else, then you simply install 12 blank apps and put those first and then have the 4 apps you want on the bottom
 
What you want is Iconoclasm (you'll find it on Cydia)

The version I just downloaded is 1.6.2 and it doesn't have what you show in that pic.

Pre-made layout are like templates for winterboard, you need to find them and installed them and iconoclasm will run them,,,

Quick google search will give you lot of forums with these templates, you can also search for "Iconoclasm Layout Builder" and build your own

Can anyone tell me if this is compatiable for iP4? I would like to make sure it works before I purchase it

It works but not perfectly. If I have a folder down towards the bottom of the screen it won't adjust to show all 12 apps so some apps can't be accessed. Not every layout does this but a lot do.
