Looking for program to set priority for access to internet for programs

here is my issue, i live in a dorm where i am limited to a certain amount of bandwidth. When i am downloading something, programs such as ichat give out. I want a program where i can say that, for example, ichat gets number one priority with internet, so that that little bandwidth that it uses is always there and doesn't log me out each time i download. In a sense i want to set a hierarchy of program's ability to use bandwidth.

any help would be greatly appreciated.
