Having downloaded Mint and Pageonce apps, I'm inclined to say that, although great, they require constant update through online syncing.
I'm hoping for offline - manual budget logging applications which can help me keep track of bills/purchases as well as display balances. I've done some research and couldn't exactly find something specific to my need.
If you have recs to provide, please do so. Looking forward to them.

If you're a Mac user, iBank has a desktop app that does the 'bulk' of building your budget and an iOS app that can sync in your transactional data. It can syn wirelessly to your desktop when on the same Wifi network and does a great job of keeping the entry process streamlined.

If you're looking for an all-in-one for the phone this won't be your best choice. What I don't like about mint.com and its app, was its buyout/purchase by Intuit (makers of Quicken).
